As a builder in the course of business, you must comply with the Recreational Craft Regulations when building a new boat. This applies if the boat is fully fitted or to any stage of the build, whether you supply another business or the boat owner.
You should also ensure that the boat complies with the requirements of the Boat Safety Scheme BSS Certificate for the type of boat: it may also need a Landlord Gas Safety Record, depending upon the use of the boat.

As part of conformity, it has to be supplied with a Declaration of Conformity, Builder's Plate and Owner's Manual. A Watercraft Number (WIN) has to be upon the hull. A Technical File is also required, to be kept by the boatbuilder.
When building a part-completed boat and supplying this to the first owner for completion, it has to conform to the Recreational Craft Regulations (RCR) if it can be used as a recreational craft (which is not based upon the stage of build, instead the ability to use the craft). A full Declaration of Conformity is not required. There is no requirement for a Builder's Plate, Owner's Manual or Watercraft Number (WIN).
A WIN is a Watercraft Identification Number that has to be permanently fixed to the boat, aft starboard. It is made up of a defined set of 14 characters, some of which are pre-determined and others chosen by the boatbuilder.

When installing an engine in a boat it has to conform to the emmissions requirements applicable at the time when it was placed on the market. If the engine is new, then it has to conform to the current requirements: however, if second-hand, then it needed to have complied with the relevant requirements when first sold.
An old-style engine built as new will have to conform to the current emmission standards.
